Medium

Saranda data is most representative of the Riviera market. Dhërmi and Himarë are smaller, less tracked markets with higher nightly rates and more constrained supply. Converted at 1 USD = 0.92 EUR (June 2026).

Sources: AirDNA, Inside Airbnb, tourism board statistics and local listing platforms. Last updated: Q2 2025. Figures are estimates — always verify before committing capital.

Important caveat: Saranda annual occupancy of 40.9% reflects the full-year average including deep off-season. Peak months (July–August) consistently hit 80–90%+ in beachfront properties. Investors targeting summer-only STR see very different economics.

Seasonal performance

Saranda STR market — representative of Albanian Riviera.

Based on AirROI data (Dec 2024–Nov 2025). Peak month August: 61% occupancy, $126 ADR. Low season December: 22% occupancy, $74 ADR. August occupancy dip vs July reflects increased supply in peak weeks. Beachfront properties in Saranda and Ksamil report 80–90%+ in July–August (VivaView, Sept 2025).

Legal & ownership

The full pathway, step by step.

  1. 1

    Ownership rights for foreigners

Albania allows foreigners to purchase property with full freehold title — one of the few non-EU Mediterranean countries with no ownership restrictions. No nominee structures, no company required. Purchase in your own name directly.

Exception: Agricultural land has restrictions. Coastal and urban residential/commercial property: fully open to foreign buyers.

Source: Multiple Albanian legal sources 2025.

  2. 2

    Title due diligence (non-negotiable)

Albania's post-communist land restitution process (1990s–2000s) left some properties with contested ownership history. Before any purchase:

    • Verify title through the Albanian Immovable Property Registration Office (ALUIZNI / ZRPP)
    • Commission independent legal counsel (not agent-recommended) to search for encumbrances, restitution claims, inheritance disputes
    • Budget €1,000–2,000 for thorough due diligence
    • Timeline: 3–6 weeks
  3. 3

    Purchase process

    1. Due diligence & legal check (3–6 weeks)
    2. Preliminary contract (Kontrata Paraprake) + deposit (typically 10%)
    3. Final notarised transfer deed
    4. Registration at ALUIZNI (Immovable Property Registration Office)
    5. Total process: 6–10 weeks typical
  4. 4

    STR operation

Albania has minimal STR regulation. No national permit system comparable to Italy's CIN. Local municipality registration may be required depending on area. Low regulatory environment is an advantage but may tighten as market matures.

  5. 5

    Tax

    • Rental income tax: 15% flat rate (personal income tax)
    • Annual property tax: minimal — among lowest in Europe
    • No wealth tax
    • Capital gains: generally taxed at 15%
    • Source: Tokton.com, Investropa 2025.
  6. 6

    Exit

Full freehold title is freely transferable. No restrictions on resale to foreigners. Exit liquidity improving rapidly as international buyer pool grows. Key risk: cash-only market means smaller buyer pool than mortgage-accessible markets.
